Is there a way to normalise audio so all peeks are adjusted to -3db from 0 ?
the normalise filters just seem to set target but cannot limit or normalise all peeks to a value ?

My preferred is Quod Libet with built in Replaygain plugin also they have a feature that when enabled shows what songs do not have Replaygain audio tags plus a look at settings
They are most likely referring to Kdenlive which I now tagged properly
