1- Designate a Wi-Fi connection as your main connection.
2- When connected to other Wi-Fi connections while the main connection is present, auto-check periodically for its full connectivity while not disconnecting from the current connection.
Is that even possible?
The list of WiFi network SSIDs is available while you are connected.
I’m not aware of WiFi hardware that can connect to two networks at the same time, which I think you are asking to be attempted.
Is there anything that a Wi-Fi connection that the computer had previously connected could indicate if it can or can’t connect to the internet?
You could remember that last time it was used the internet was reachable, but if the network changed since then it many not have internet access now.

What is the use case where this improves usabilty?
Often when my family internet becomes “limited”, my neighbor’s doesn’t, so I connect to his until mine is back. I’m seeking for a way to automatize re-connecting to my Wi-Fi when it’s back, instead of canceling my unpausable downloads or breaking into my parent’s room to check the modem/router.

No it is not possible.
What tool does not allow you to pause a download?
Some downloads on firefox don’t. And yt-dlp in general.
I thought all the downloads worked the same. Odd some cannot be paused/restarted.
I do not use yt-dlp so cannot comment.
