Can I fully delete plasma backups?

I mean the app itself and the option in system settings. If yes, how?

I use plasma 6.4.5

you can disable backups from the system tray configure

and you can remove the back end bup from your installed packages.

don’t know how to remove the GUI front end tho

This is called kup-backup. You should be able to uninstall this with no issue, but the specific name of the package will differ depending on your distro. As mentioned by skyfishgoo, you would also remove the package for Bup, which is what the GUI uses to perform the backup operations.
