Can i make the white bars black without installing a theme?

Which theme and distro are you using? I don’t think this looks normal.

arch and i customized breeze

I am no theming expert since I just use the default breeze theme, but I think it should be possible.

Systemsettings → Colors & Themes → colors

Then either modify your accent color or your color scheme.

Maybe others can give a detailed help

ive looked through all the settings, i cant seem to change it

Thanks @dzon

In case you wanna show the english version, I believe you should be able to start the english version of systemettings with
LANGUAGE=en_US.UTF-8 systemsettings
if you have the locale installed.

I know how to show the english version, but no I don’t want to show the english version. It’s a matter of principle. Besides, what if the op was Tibetan only, French only etc…

Check the other settings:

oof that looks horrid.. and even if they are black, it will still look horrid.

but this hack seems to have worked for someone

If it doesn’t happen with the default Breeze color scheme, then it’s an issue somehow with your customized color scheme.
