I think more specific top-level or subcategories can be created for software, for example "Plasma Desktop, “Plasma Mobile”, “Applications”, and etc.

Do you need to reach a specific level of trustfulness to create new categories? Or do we ask the admin? How does this work?
I am wondering if instead we should try using tags inside the software category? We can mandate a tag be selected for posts out of a tag pool. This would allow searching everything to do with plasma-mobile regardless of the category the topic is in.
Agreed I can see many topics crossing boundaries very easily. I would also assume we could have a lot more tags than categories so for example each app could have it’s own for filtering on it.
To ease the moderation burden each category can have dedicated moderator too. So the person from say neon team can moderate the respected category along with the main moderators.
Should Tips be a category or just a tag? Both have advantages. I think we’d mainly write the tips ( I imagine ask ‘fake’ questions) instead of tagging well formulated Q/A as tips, so, category? If I understand it right any moderator can move topics if needed(?).
It can be a category called Tips and Tutorials. To broaden the scope a bit people can post tips about not just plasma but all KDE software.
I would also be interested in answers to @Paul_Brown questions about how to create new categories.

Users can tag topics themselves. Tags can be used to organize content and filter topics. See this Discourse blog post about using tags.
Users should use tags to categorize their posts. New top-level categories will generally not be added to the forum.

Where would Tips go as a tag?

How can I create a tag? For example, there is no tag ‘kdenlive’. I just wanted to create a post about kdenlive and could not add a kdenlive tag. In fact, I could not create any tag, only select from a list which unfortunately doesn’t have any of the tags I would need.
Which begs the question: should anyone and everyone be allowed to create tags? That would seem to be an invitation for chaos. For the Kdenlive tag alone… Some people call it KDEN, others KDE Nlive, and then there are all the sausage-fingered knuckleheads (i.e. me) who mistype it 9 times out of 10.
The other concern would be trolling tags, malicious, discriminatory, or just pointless and misguided. No control over these things is a PR disaster waiting to happen.
So should it be only people who raise in the Discuss ranks the ones who can create tags?
Oh, I couldn’t agree more but then we would need some sort of request-a-tag process, wouldn’t we? Or it has to be earned as you stated. However, during the early stages of using this platform only mods or admins have enough eagles on their lapels to create tags, right?
So, with that said, I propose that a starter set of tags is created at least for all KDE apps so that noobs like me can start transitioning from the good ole forum to this much more modern platform. When tagging my post I will start typing kden and tags like ‘Kdenlive’ or ‘kdenlive’ will show in the dynamic list, right? So the case spelling is not necessarily the issue …
