Regarding Steam, it stays active in the system tray by design (just like it does on Windows and MacOS), which is why it keeps running in the background. You have to right click the tray icon and then select Exit Steam.
KDE Plasma handles process management (like closing apps) through the Task Manager—both the ‘Icons-only’ and standard versions have ‘Close’ options in their right-click menus. This is exactly how it is done on Windows and MacOS as well.
Desktop icons are traditionally treated as static shortcuts rather than active window managers, but it’s an interesting idea for workflow efficiency!
