Maybe I’m going crazy, but Fedora recently released Plasma 6.6.5 to the stable repos. I’m not sure if Fedora packaging is to blame (usually is) or if it is an intentional Plasma change.
Ever since the Plasma 6.6.5 update the Information Panel in Dolphin is gone. As a matter of fact, the entire Panels tab in Settings > Configure > Interface is also gone. Pushing F11 to toggle it also does nothing and searching for “F1” in the keyboard shortcuts shows F10 and F12 are still correctly bound, but F11 is gone from there too.
This seems a little too thorough to be accidental. Was this an intentional change I missed?

Undoing the update where 6.6.5 was downloaded, effectively downgrading all the plasma* and dolphin* packages, restores the Information Panel and all associated functionality.
I use Fedora Rawhide on a laptop with Plasma 6.6.5 and here is nothing wrong with the function keys, they just work.
On my other laptop I still have Plasma 6.6.4 but there is a Kinoite update for a newer deployment so it can be that 6.6.5 is around the corner.
I’ll try that after the update is installed.
So, it is installed and I now also use Fedora 44 with Plasma 6.6.5 and function keys just work as they have always done. So, sorry to say this, but it must be something you did.

The issue here is not the function keys. Maybe I am going crazy after all.
I thought I was clear in that the issue is the Information Panel in Dolphin no longer works. I only brought up the F keys because the option to toggle the information panel is bound to F11 in Dolphin.

No, I now see I did not read it correctly. But this doesn’t change anything, here in 6.6.5 the info panel does work, I can switch it on and off with F11, and also the panel tab in the settings is there:
So, to find out if you did something to break it, create a new user and log in as that user to see if it works now or still not.
Keep that new user and don’t change anything in there for future help, should you need it.
I use Fedora Kinoite 44, one of the atomic distro’s. But there should not be any difference regarding KDE between the “normal” Fedora 44 KDE and the Kinoite version.
Have you tried posting on the Fedora forum as well?
I’ve been able to easily reproduce this with Fedora KDE (not Kinoite) across one desktop and two laptops. Maybe the packages for the atomic version are different than the regular desktop, which would make sense.
Well, I was referring to the Fedora forum. There you will get answers much sooner from people who use the same distro version as you do, who will tell you they have the same issue or that it is working from them.
At this moment it is not sure yet if it is a bug.
I have been able to test with a different laptop with Cachy OS and the issue does not happen there. I’m fairly certain it is a bug in Fedora. I have set dnf to exclude dolphin updates until I hear from them, one way or the other.
I made a mistake here. Since F44 is released Rawhide is now called F45 and what will become F46 is now Rawhide. In other words I am on F45 Kinoite on the older laptop and F44 on the newer one.
