HOw do I rearange the sections in the left panel. To have Removable at the bottom is somehow counterintuitive:
right click on the recent|places or any other panel header then click on unlock Panels then you can freely move/order the panels by dragging them. (in your case I think it is already unlocked)

Not the section themselves though as asked for, this is currently hardcoded.
Perhaps a simpler fix would be to make the removable section appear upper in places panel.
