Have application open at the workspace/screen active at the time of execution

Sometimes application takes along time to start or they will have multiple stages of starting (like Steam). In such cases I sometimes start engaging with a program or window on another workspace, with the new window suddenly appearing on the active workspace.

Is is possible to have the compositor remember, which workspace or screen was active, when a program was activated, and then open the window on that workspace instead of the currently active workspace?

What I did was to create a Windows Rule to place steams main windows on my “Play” virtual desktop.

The same can be done to put the window into an activity.

Clearly this is a work around if your idea is implemented in kwin as will not be needed.
