How to turn off title bar buttons on taskbar feature?

I can’t see proper window title bars. The title bar is there, but there are no buttons/actions there. This is not app-specific; this happens on every app that uses the title bar.

Weirdly enough, the buttons are actually present, but only if I move the window to my second screen; then they show in the taskbar. This seems like a feature, but I do not know what it is called nor how to turn it off. I simply want the normal title bar buttons and not only on the second screen or on the task bar:

I semi-recently installed KDE Plasma (Fedora KDE) and have been with this issue for a while now, hoping it would just go away after an update (it did not).

looks like an implementation of the global menu which is a panel you can add to the desktop that displays the menu bar from any open applications that have focus (ala how mac does it).

you can right click to enter edit mode and just remove that panel if you don’t want the global menu feature.a

to get the task bar back, right click and add the default panel which should contain the app launcher, pager, taskmanger, system tray, and clock.
