These themes are user content, not supported by KDE or your distribution and with absolutely no guarantee that it’ll work.
If it fails to install through your settings, and doesn’t work when following instructions on the source page, then you should report it there.
One of the trivial details I came across (I don’t know if this is related to OP); e.g. was that the splash-screen packages online came with .desktop files instead of .json files. I used the default installed splash-screens as a template and was able to pull the info out of the old .desktop files into .json and it worked.
