Assuming you’re referring to Design/Wallpapers/Wallpaper design guidelines - KDE Community Wiki.
If the wallpaper is for your own personal use, you can do whatever you want. Go nuts!
If the wallpaper is intended as a submission to be the next Plasma release’s default wallpaper, it’s best to follow the guidelines to have the best chance of it being accepted. I believe Konqi would fall under the “Avoid cartoon characters” guideline.
