Incorrect monitor configuration after waking up from sleep

I am experiencing an annoying bug that alters my monitor configurations sometimes after waking up from sleep. Specifically, the primary monitor and/or the monitor arrangement may change unexpectedly. I have experienced the primary monitor unexpectedly changing independently, without the monitor arrangement also changing, but I have not experienced the monitor arrangement changing without the primary monitor also changing.

Steps to reproduce, unreliably:

  1. Wait for desktop to idle.
  2. Wait for desktop to sleep.
  3. Wake up desktop and sign-in.
