Is It Normal For The App Overview To Be Inconsistent In Plasma Mobile?

I noticed a strange inconsistency when accessing the app overview (not sure what the official name is).

Accessing the app overview by swiping up on the touchscreen:

I was wondering if this is intentional or a bug.

I’m running Plasma Mobile on Fedora 44.

It seems like the first one is not the overview, rather some sort of task switcher: you can see that there’s a button to “Close All” very similar to how Android lets you close all the applications at once.
