Is there a way for KDE to block only specific keys from activating the desktop if an application is active?

In this case, I just want to block the Meta key from triggering the app launcher if Teradici PCoIP session or a VM session is the active window.

While I know the Window Rule “ignore global shortcuts exists”, I don’t want to to be too aggressive. I’d like for my other keyboard shortcuts to still work.
