The snap icon can be added to the timeline toolbar (or any other, for that matter) individually already. So, if a user wants to have this displayed more prominently they can.

I don’t think so, frankly. The status bar is imo the best place (and I would think the original design was based on thorough discussions taking other video editors as examples), but if other users disagree, they have the option to put it where they want it. It’s an easy thing to do once and then have it there all the time.
