This will be Kubuntu-specific and not related to KDE, but in 24.04 you will need to use a workaround to open Kubuntu’s Software Sources tool to change this setting. Or make a quick edit to /etc/update-manager/release-upgrades manually.

settigs > driver manager > updates tab > release upgrade

set to normal.

that should give you the Upgrade option in discover or the system tray.

but the normal LTS upgrade will be coming along in april so you might want to just wait
