Ideally, you’d want a rolling-release distro with mostly up-to-date KDE Plasma if you want to build its apps. arch, fedora KDE and openSUSE Tumbleweed are the rolling ones. KDE Neon is only rolling for KDE, so that works as well. However, Neon has a bad ‘reputation’ of getting itself nuked. You may try out Tumbleweed then, but, in my experience I’ve had a lot more driver problems with Tumbleweed. Also, their package manager is terrible.
Maybe try arch or easy arch (endeavourOS)
