Option “Use F13-F24 as usual function keys” does not exist

By default, the extended function keys are intercepted and used as media keys (i.e. F20 is microphone mute). I want to use them as normal function keys, but the option for it does not exist in the settings, even though it should.

Please indicate which keyboard you’re using.
Is your keyboard listed in the “xkeyboard-config” man page?

My keyboard is not listed, so I’ve kept the setting on Generic 104-key PC

What do you see in the Key Bindings screen? Do you get an empty “Function keys” section, or no “Function keys” section at all?

The screenshot is what I see. (I also use “Generic 104-key PC” like you.)

The Section does not exist at all.

Really, that part of the System Settings doesn’t exist?

No, only the section “Function Keys” does not exist.

Are you absolutely certain, for the Linux distribution you’re using, that all the package dependencies are correctly satisfied?
And, are you absolutely certain that nothing has been deleted from the system directories?
Are all the files and directories in the distribution’s packages correctly present on your system?

Reasonably sure; I installed Debian about a week ago, apt does not list anything broken, and reinstalling kde didn’t help
I have reused my home partition, however that was from a setup with kde where the option was present

I have tried following this reddit post, which did make F24, F19, F18 and F17 work, but F23 - F20 were still intercepted (and F20 still toggled microphone mute).
When searching for “function keys” in the system settings, it does bring up the keyboard settings page as the only result, but there is of course no option with this text.

the list extends down to Use keyboard LED to show alternative layout, i simply cropped the screenshot to match @pg-tips

applying the .Xmodmap settings as described in the reddit post I linked 4d ago and removing all of the keyboard shortcuts using F20 (XF86AudioMicMute), F21 (XF86TouchpadToggle), F22 (XF86TouchpadOn), and F23 (XF86TouchpadOff) in the system settings has now made all extended FKeys work
the Key Bindings option is, of course, still missing from the system settings
