Currently Plasmoids, Wallpapers, Applications are associated with Activities.
But Panels (though technically they are also Plasmoids) are not associated with the Activities.
I feel Panels also should be associated with Activities.
So if I associate Panel to current activity and then -
- If I add panel, it should be added only for current activity.
- If I remove panel, it should be removed only from current activity.
- If I make certain changes to panel it should be applicable only for current activity.
If I don’t associate panel to any activity, then the changes would be global.

if activities is to have a future, then it would need a completely separate set of .config and .local folders for each activity as well as a set of global ones to fall back to if the user did not specify.
this would be quite an undertaking and is not currently being worked on, afaik.
for now you are better off creating a separate user accts for these needs and tailoring the desktop to suit that need.
See this has been a problem for a long long long long time. Instead of having both virtual desktops and activities they could of been combined. The functionality options would be insane.

the post is about panels tho, not virtual desktops.
you can’t have different panels on different virtual desktops either, but you could have different virtual desktop arrangements on different activities (including different panels), if activities where upgraded like i described.
