Here the parts in red are still taken up by the panels for some reason.
So when someone places/moves the plasmoids in these regions, they end up placing plasmoids on the panels instead of placing them close to the panel instead.
Maybe some visual indicator or placing the panel itself in the wallpaper would have been better?
I tested, and here this doesn’t happen.
The system don’t allow me to put a plasmoid on the extreme left because if knows I have the panel there.
See the cursor blocking me from putting the plasmoid on that corner? The system allows me to put it everywhere else.
I have verified that on my setup (Neon testing with Plasma 6.1.2) with a bottom panel, dragging a widget to where the panel should be in the edit mode desktop area - puts it into the panel. Putting it back is also an unpleasant process.
I would generally consider this a feature - you may want to edit the desktop and pull a widget into the panel, but it seems to me like a good idea to report a feature request to have some kind of “resistance” that needs to be overcome to move a widget from the desktop to a panel - maybe show the widget stuck on the desktop, outside where the panel would be, while the mouse can move outside the desktop and only when the mouse actually touches the panel - then move the widget into the panel.
I was thinking a more low tech solution of just having blank rectangles as guides or the entire panel inside the wallpaper preview thing.
Leave a third of the screen free at all times for any popups like the new panel settings or the add widgets popup and just modify panels and widgets on the preview.
Maybe I can make a quick mockup.

We probably need to dim the unselected panels or highlight selected ones.
I would prefer dim as it does not encroach on the final look of the panel being edited.
