I have installed Kubuntu 22.04 on an intel 16 core desktop. I added empty panels, and on each I installed an launcher so that I can attach applications as widgets. I can add the widgets, but they don’t work–nothing launches. When I save an app to the desktop, it works.

I only use links on my panels. Check properties, executable.
I drag-n-drop from different places if one has a problem such as /usr/share/applications/ vs /usr/bin/.

if i add an empty panel to my desktop and then add a widget to that called “quicklaunch”, i am then able to drag applications from the applications menu to the quicklaunch widget and those applications launch without issue.
not sure if that’s what you are doing but try that and see if that works for you.
you can also just add the quicklaunch widget to the desktop and turn off the background for a nice handy array for application launchers without the need for a panel.
