Random stutters and finnicky monitors, Plasma wayland on amd

Hi, I am not entirely sure what’s happening. I am experiencing stuttering everywhere on desktop. Moving mouse, moving windows, hovering over hyperlinks, opening menu, writing, etc. When the stutter happens it’s also very weird.
If I, for example, keep moving my mouse a lot then kde doesn’t lag, but if I stop and then move it again it starts lagging.
When I lag, the whole system lags, so typing whilst stuttering results in the keyboard repeating the same character until the stutter fixes itself.

Monitors are extremely finnicky, sometimes I have to change the resolution for different screens to unfreeze. Sometimes external monitors won’t work at all, I have to reboot 5 times for it to recognize the external monitor.
