Why the different options when right-clicking on desktop of external monitor and laptop screen?

This looks like the screen is using the “Desktop” layout instead of the normal “Folder View.”

The former does not allow files/folders on the desktop, only widgets, so it does not have any of the file management options in the context menu.

On the external monitor, select the “Desktop and Wallpaper” option, then at the very top, change Desktop to Folder View.
