Sorry to resurrect this but: is there any update on this?
Power saver mode makes my eyes bleed on a T14 gen 2 AMD.
Adding a little bit of context/info.
I suffer from this on fedora 41 (kernel 6.12.13).
I just tested EndeavourOS, on a live usb, kernel 6.13.1 and the issue is not present so perhaps the solution has been included in there. Kde on both, of course.

Thank you, this could be my saver. It seems that the PPD version currently available through fedora does not yet contain the options you mention, I’ll keep an eye out.
