Set default window size and ratio by which monitor the window is on

I’m using KDE Plasma 6 with OpenSUSE Tumbleweed on 2 monitors. One of the monitor is vertical placed and the other is horizontal, and they have different resolutions. When I open a new window, the window size and ratio is scaled by the first monitor, which is vertical, while the window is opened on the horizontal monitor. So the window is narrow and tall, and its title bar is outside the monitor! I cannot drag it back and need to resize it every time.
So, I wish the logic could be changed. When opening a new window, the size is determined by which monitor the window is on, while dragging the window between monitors doesn’t affect it, and the window isn’t placed in the void outside the place of monitors.
