Some UI Elements on the desktop are too BIG in low resolution screen (1366x768)

I know that this complains becomes more and more less relevant by each month, low resolution screens are becoming rare. However the are still millions out there and as far as I know the Linux community prides itself about working well on old and cheap notebooks, so wouldn’t it be betters if DEs worked a bit better on those low resolution screens? Specially Plasma, that is what I use.

The UI Elements I’m talking about are these:

Always, I always thought those things are too HUGE!
That is the minimum size I can resize those things (sorry, I’m not good with words, don’t know the proper name of most things), from there I can only make it bigger.
I understand that on low resolution screens may be harder to make things fit while remaining legible, that maybe the way Plasma is constructed and works internally isn’t possible to make it scale better than this, but if it is possible this is something that I would like to see and enjoy in a near future, because every time I watch a video of someone using Plasma I get envyous.
Example:

How it looks for me:

Back on topic, someone recommended me switching to Wayland, because there I can scaled the interface down. Ignoring the “showstoppers” that prevent me from using it, it worked. By scaling down the interface I can make those elements smaller, then I just need to change the thickness of the panel and increase font size, right?
That was he theory, but when I increased font size those elements also increased in size! In the end nothing changed.
