i think the system tray icon theme should be chosen separately from that of the whole system and it should be like that for individual apps too ,lots of themes have nice system tray icons but very bad app icons,which is a very big issue for people who love to tweak things ,since thats what kde is known for (customization)
I see where you’re coming from. It would be a nice feature to have.
However, I’d say that if you’re willing to customize themes, you may also be willing to edit a text file or two. This could then lead you to writing a line in a theme settings file that links to another theme for symbolic icons (system tray icons). You could then share this with others with instructions on how to do it, or put in a merge request that becomes part of how themes should be written for KDE.
Or maybe that’s a stretch?
In any case, replacing the symbolic icons in a theme is not difficult - quite literally a copy and paste, then overwrite. Just make sure to do it with a duplicated theme, then rename the theme appropriately, like Breeze-Dark > Breeze-Better-Dark.
PS: Like your OP, this is all just suggestion. I don’t know if it’s something the KDE devs can do easily, but I also don’t think it’s hard for a “theme ricer” to do. Could be wrong.

Just remembered that this used to be a default feature before recently. So, yeah. This is definitely something that should be re-added. Or maybe I’m misremembering. 
It’s somewhat similar to, but to a lesser degree, the downgraded tablet settings that creatives had to deal with when using Wayland instead of X11.

You mean during the KDE/Plasma 5 days when tray icons were separated out thus icon themes didn’t apply in many cases.
Quite frankly I hated when it worked that way and welcomed the return to the way it was before and how it is now.
