The latest version of Dolphin, 26.04.3, no longer remembers the most recently opened tabs when Dolphin is restarted, even though this option is enabled in the settings.
I’d be grateful if you could tell me: how can I fix this issue?
The latest version is 26.08 - but 26.04 may be the latest version offered in the Kubuntu repositories.
Regardless, try disabling that option; close Dolphin; remove the ~/.cache/dolphin folder; then open Dolphin and set the option again and test.
I’m seeing the same issue, but let me get on another laptop that hasn’t been used in a few weeks.

I had installed Dolphin 26.04.3 from Flathub.
I uninstalled this version and reverted to the Kubuntu version, as shown in the screenshot below.
I don’t necessarily need the latest version of Dolphin if it doesn’t come directly from Kubuntu.
Problem solved.
I’d read about the latest version of Dolphin here.
From flathub probably had more to do with the issue than the version of Dolphin.
