I still could not reliably reproduce it. It happens intermittently. Sometimes it happens when I’m dragging a window from another screen. Sometimes just triggered by mouse movement. Other times, the bug just fixes itself when I am maximizing a window.
In terms of GUI observation, What I noticed is that the padding for the application icons seems to become smaller. Maybe that is the one that causes the panel to shift position.

to my eye the “buggy” one looks normal and the other one looks stretched out somehow.
some theme effect or 3rd party addon that affected things.
I set the “Spacing between Icons” to large. I don’t remember installing any addon or theme, just used what came with nobara.
I have switch to cachyOS and have one monitor. Sometime the padding of the icons becomes too narrow. The Image below, is what I expect it would look like. But there will be times that the left and right padding would suddenly disappear.
