I’m not sure that’s the Dashboard. You should be able to set a shortcut for the dashboard in the settings of its applet: I, for example, have the application launcher on my panel and can open it via the Meta key. Your problem is that you need to place the dashboard applet (which is just a variant of the application launcher) somewhere, like on a panel or on the desktop, so that you can edit its settings and set it to open with that shortcut.

I’ve had KWallet pop up on a fresh system with nothing changed from default. Start browser, here comes KWallet. Finally figured out where to disable it, but I like this solution better.
