The last two releases don’t have the clip’s red handles on the project monitor when TRANSFORM is selected on clips.
Is this supposed to me missing? Can it be enabled in these last two releases? Why did it go away?

I am whelmed by all it offers. The one big challenge I have is not understanding a lot of the effects. They have very powerful options but the documentation on them is not spelled out in simple language enough to understand what some of them do.
SO… I experiment and see what happens!
Oh, don’t worry about all the effects.
The important thing is that you are clear about what you want.
In other words, clarify for yourself what effects you actually need. I strongly advise you not to use effects for the sake of effects. Normally, if you want to do a good job, the effects should not be visible at all, but should correct errors that occurred during the recording.
This is usually the white balance, brightness and contrast.
And with sound, there’s the volume and the dynamics, which have to be right.
But just do it slowly.
You can simply ask here in the forum. For example, which effects are important and which ones to use. Because many effects can achieve a similar result. Especially when it comes to the brightness and colors of the image.
So take it slow and ask as many questions as you like.
