just logged onto distrosea.com and fired up kubuntu 26.04
can confirm that this is a regression from plasma 24.04
i would encourage you to file a bug report at bugs.kde.org
assuming either under kwin or plasmashell is the right place to file the report
also check fedora and same thing happens
so this is a KDE regression, not a distro specific issue.
