Those are conscious deliberated choices. People also say “systemsettings is bloated”, with this kcm not part of it anymore, a little less so.

You have a better state: systemsettings that don’t expose plumbing to regular users while still having a gui just less accessible.
Windows just does that.

We decided against an advanced mode in systemsettings long ago. That’s simply flawed design.
