I want to achieve like this 3d effect on my videos it’s a popular perspective 3d effect they are using it like on content scrolling
An example
I would use the “Corners” effect (Effects > Transform, Distort, and Perspective > Corners) to start with and also experiment with “Distort” (Effects > Transform, Distort, and Perspective > Distort). Those two should provide the same as what you can see in your screenshot.

The problem is when I use perspective, the video is out from project reoloution, and when i wan to transform to move the video i get a black space

Do you mean parts of the video fall outside the display monitor? If so, use the handles to adapt them to your monitor. Hover your pointer over the monitor, hold down your Ctrl key and use the wheel on your mouse to zoom in and out if you don’t see all the handles.

If you don’t want the black background (which isn’t really black within the project, but transparent), put something behind it 
.
Maybe you should watch some videos or look at the Kdenlive users’s manual to get your project started.
