They shouldn’t have to read them, anyway. The distro might have upgraded KDE apps in the background without users knowing, and suddenly the UI changes.
For what it’s worth…I don’t know if this is the same kind of toast notification that you’re referring to, but I think a good intrusiveness compromise is how LibreOffice does things - a minimal-height banner that offers a link to what’s new, can be easily dismissed, but also doesn’t have to be clicked on right in the moment.
When I see the LibreOffice notification, I’ll typically leave it up there while I do what I opened the application for, then click to read the notes when I’m done.
We’ve had what amounts to a what’s new popup in the past why not simply add important changes to it and have a toggle for if someone want to have it continue to popup or not for later reading if they want to read but not at the particular time.
