About default panelVisibility of global theme

I am creating a global theme with KDE Plasma 5 (Kubutu23).
When you select this theme,
I would like to set the taskbar default to “Windows can cover” (panelVisibility=2).
Which file should I write it in?
(Not ~/.config/plasmashellrc.)

what i tried:
I tried setting panel.visibility = 2 in the layout.js file, but it didn’t work.
