Any idea why my plasmashell windows are missing a window border?

When the 1 px window border was added a while ago (thank gosh!) it never seemed to work on the plasmashell windows:

but of course works everywhere else:

Seems like this might actually be expected and/or deliberate, so I have filed 476996 – Allow window border to render on plasmashell windows too..
