I am not sure if this is a software bug, so I will post here.
Summary

Start systemsettings in Konsole

Go to “Colors & Themes”

Select “Login Screen (SDDM)” (installed sddm-kcm package)

Click “Apply Plasma Settings…”
-
Konsole says:
Cannot find cursor size value; unsetting it
Cannot find scaling DPI value.
Cannot find NumLock value.
Cannot find fontconfig folder.
-
Enter passphrase
-
Receive output:
Synchronization successful
-
Log out
-
Expected: There’s a changes on font, wallpaper, cursor, color style
-
Unexpected: Only changes on font and color.
