Hello!
I changed a Global Theme on System Settings app and i got a black screen in Plasma 6.2.5 and the settings still will be opened but desktop was gone!
Is this a bug or not?
Hi - which Global Theme was installed?
In general, I would assume that you unfortunately ran into a bug with that particular theme. Global Themes can contain custom executable code, and can change all sorts of things when they are installed - often in desirable ways, but also potentially in disruptive ways if they are being installed on a system with a configuration that the theme creator didn’t account for.

Every themes are affected including Breeze Themes (when you change for example from light to dark)
Ah sorry - I had assumed this was related to installing a new user-created Global Theme, that was my mistake!
When you apply the theme, are you checking the “Desktop and window layout” checkbox as well?
If so, then it sounds like you’re running into a bug that’s been reported on the KDE Bugtracking System, but for which the developers need a backtrace to be able to diagnose: 498175 – Plasmashell crashes when changing the global theme with "Desktop and window layout selected"
Yes , I chose the both checkbox to change and after I got a black screen! In the past, I didn’t get this issue but this problem (or bug) is affected even on Plasma 6.3 Beta
I saw but there is no way to fix!
It does look like a fix hasn’t been identified quite yet - however, you can add yourself to the CC list in Bugzilla to get email notifications whenever new comments are added or the status is changed 
That CC list checkbox is located here - making sure that’s checked, then choosing “Save Changes” will add you:
