Bluetooth re-enabling itself after reboot

Hello,
Bluetooth re-enabling itself after reboot.
I saw it in KDE bug reports on 2020-11-22 19:56:20 UTC.
I wonder if it is the same bug, or is it should be like that?
How to keep Bluetooth disabled till you’ll need it?

There is a setting for that in System Settings → Bluetooth → Configure:

P.S. I think it should be “Disable Bluetooth” option enabled by default. Computer would consume less power. Why it is set to “Restore previous status”?
