The notification badge numbers on the task manager are a light blue for me with Breeze Light, and I see various other people running different themes which have different styles and colours of badges.
Is it possible to change the badge alone? I just want to adjust it to a red background with white text so that it stands out on the task manager more.
After playing around with some things, it seems like the solution is to change the colors in your desktop theme. You can create a copy of whatever desktop them you are using, and then create a file colors or edit the existing file for the color entries below:
The selection background color is the border of the badge circle. The fill of the badge is a mix of the selection background and window background, plus something else which I can’t figure out. The window foreground is the color of the badge text, but is also the color of any text and monochrome icons, so you may not want to alter this. The window background also seems to tint the background of other elements, so the red value above may not be desirable in the end.
If you want transparency in these colors, you can add a fourth number for the alpha, otherwise leave it out. I have set the badge border to transparent in the above.
Yes, it seems I can get a better looking badge for my set up with the selection background set to transparent, and the window background set to white. Achieving a red or other contrasting color background which looks nice may be harder. Setting selection background to red and keeping window background at default gives:

I took a shot at this but was unable to find the notifications themselves within any of the widgets, just those + symbols you found which represent multiple windows being available
