if you are talking about picking up where you left off, i don’t think this is a kate thing, this is a plasmashell thing.
normally if you want this sort of behavior, then you would simply not log off an let the system sleep and/or hibernate for you so you can pick up where you left off.
under X11 it was also pretty common for you to be able to shut down and upon restart all the applications would be restored to their state before the shutdown (tho cursor position might be pushing it)… this is in settings > desktop session
under wayland tho this feature is still somewhat broken because it requires developers to modify their applications to cooperate with kwin and wayland… it’s not there yet.
