When I select "Configure Special Application settings and attempt to assign multiple desktops for a program I get what you see below which shows the current desktop I’m on and the rest are blank and cannot be clicker or checked.

Hi - it looks like you’re experiencing the following issue reported in the KDE Bugtracking System: 501357 – Options from dropdowns in "Configure special app/window settings..." window are not readable
The notes there indicate that this bug has a resolution planned for release with KDE Plasma version 6.3.4, currently planned for release on April 1st.
