Can't connect bluetooth after login

I previously set it up via the command line so that I could connect to the Bluetooth mouse after rebooting and before logging in. But now, after logging in, not only is Bluetooth turned off in KDE settings, but I still can’t connect to the Bluetooth mouse directly after turning it on.
For this reason, I tested my phone and laptop, but they couldn’t connect. The connection between the Bluetooth mouse and the laptop is normal.
After adding the mouse again in KDE, it also works.
