Can't open Okular in Windows

Installed last night from for Windows 10, as that was recommended, and maybe even only available from there, opened individually, and from files fine.
Started my system today, can’t open the program at all, using an app shortcut, or a direct exe one as well; just keeps adding ‘dead’ processes in the background that I have to force quit.

Details don’t reveal much, but procexp shows it has a build time of “Sat Sep 16 00:03:13 2023.”
Store details shows version 23.08.1.
Exe 512kb.
Path C:\Program Files\WindowsApps\KDEe.V.Okular_23.801.1522.0_x64__7vt06qxq7ptv8\bin.
I noticed the security for that file or directory is users R&E with condition, but without, only R.
I haven’t enjoyed seems this UWP architecture, call it more secure, but also more difficult and arbitrary to administer, less capable as a typical user.

Realized that it opens almost 7 minutes later, but still have the same version problem, and both might have me prefer using other programs, but I would like to use this one.
Whenever I had a problem like this, with any OS, I may have had missing mounted drives causing timeout issues with storage listings, but have none here.
