When changing wallpapers, the ‘Desktop Folder Settings’ app freezes for a second or two. In this time, however, the wallpaper does change.

If you use accent color from wallpaper that may be the cause of the freeze, the fix for this bug was mentioned in Nate’s blog here and will land on KDE Frameworks 6.2
After Qt changes regressed this, changing color schemes is once again nearly instant, giving the “blend changes” KWin effect enough time to provide a smooth transition between the colors
