Check your Dolphin settings.
Is “Context menu” - “Administrative actions” still checked? (Not sure if these are the exact English terms because I use a localized version but something around those lines.) You have to close and reopen Dolphin after changing that setting.
Alternatively if only the menu link itself is missing/broken you can try and type admin:///root
(replace “root” with your path) into the dolphin address bar.

bumping this because the open as admin was working on my kubuntu 24.04, but after upgrading to 24.10 the “Administrative Actions” service item is no longer there so i cannot check the box.
also found that kio-admin was no longer installed, but re-installing it had no effect.
also using the admin://
in the dolphin search bar says
invalid protocol 'admin'
