Focus issue with fullscreen applications and multiple screens

When I have a fullscreen app (e.g. game) on my primary screen, another app on the secondary screen focused (e.g. discord) and want to switch to yet another app (e.g. browser) that is behind the fullscreen app, it will not bring the app to the front.

Instead it stays behind the fullscreen app. Keyboard inputs do work though. To get the window to the front I have to focus the fullscreen app on the primary screen beforehand.

It does not matter if the fullscreen application is Wayland native, XWayland or has tearing enabled or disabled.
This is also not exclusive to games, as it also happens with e.g. videos in Brave, Firefox or mpv.

Is this a known issue or a configuration error on my part?
I couldn’t find anything online, but that might be because of my phrasing.

My system is as follows:
Arch with an nvidia gpu

I’ve been experiencing the same issue, I think only since I updated to plasma 6.6. I’m on Fedora 43 with an AMD gpu.

I’ve also noticed a (probably) related issue where often, I’ll be playing a game, I’ll try to alt+tab to a window on the same screen, and it won’t raise, nothing I do with alt+tab or any similar keybind will raise it, the only thing that has worked is moving my mouse to the other screen, clicking on the taskbar icon for the FS window, then clicking the icon for the non-FS window, which finally raises it. However, it’s pretty inconsistent whether this behavior happens or not.

I was looking around in system settings and noticed the “Multiscreen behavior: Separate screen focus” which was enabled by default, I’ve tried turning that off, but nothing changed, I also tried setting the Focus stealing prevention to “none”, but that also didn’t help.

Setting the window actions with Meta+ Middle Mouse to lower the window does nothing if I use it on the FS window, but does on any others. My only assumption is that something about having a window marked as fullscreen changes it’s ability to raise and lower
