Both monitors are connected via DP. The secondary monitor does not support HDR, so I cannot compare its behavior. Also, I don’t have an HDMI cable available to test whether the brightness controls appear when using HDMI.
I tested multiple refresh rates and resolutions, ranging from 720p to 1440p and 60 Hz to 180 Hz, but the issue persists.

One thing I just noticed while writing this, is that is also pointing to the wrong Color Profile, even though Display Configuration is supposed to be using the “Built-in” profile:
Besides the HDR brightness controls disappearing, Plasma appears to ignore the selected “Color Profile” setting whenever an ICC/ICM file is assigned to the display. Even if I explicitly switch the profile source back to “Built-in” in Display Configuration, KScreenDoctor still reports that the ICC profile file is being used and colors are a bit wrong in HDR.
The only way I have found to actually make Plasma use the monitor’s built-in profile is to manually remove the assigned ICC/ICM file. After doing so, the display falls back to the built-in profile and HDR colors appears to improve:

At this point, it looks like there may be two related issues in the HDR/color-management pipeline:
- Plasma appears to keep using the assigned ICC/ICM file even when “Built-in” is selected in Display Configuration.
- The HDR calibration controls are not available in the menu.
